China's government has tightened restrictions on overseas travel for leading artificial intelligence (AI) and semiconductor technology experts in order to protect advanced technological intellectual property. According to Bloomberg's report, family members of strategically important technology companies and startup founders will need to obtain multi-level approval from authorities if they wish to travel abroad.
In particular, major private tech companies like Alibaba and DeepSeek, which previously scrutinized the overseas departures of top experts, have now extended restrictions more broadly across the entire national security-related advanced technology sector. However, the regulations do not apply to all Chinese scientists but are specifically targeted at restricting individuals in strategically important industries for the state.
According to new exit regulations that came into effect on September 15, authorities have been granted full power to deny overseas travel to anyone involved in national security, industrial technology, and technology transfer matters.
